{"id":1612,"date":"2026-05-04T11:39:27","date_gmt":"2026-05-04T09:39:27","guid":{"rendered":"https:\/\/convergences.snasub.fr\/?p=1612"},"modified":"2026-05-04T11:39:29","modified_gmt":"2026-05-04T09:39:29","slug":"entretien-professionnel-dans-les-eple-attention-au-respect-de-vos-droits","status":"publish","type":"post","link":"https:\/\/convergences.snasub.fr\/index.php\/2026\/05\/04\/entretien-professionnel-dans-les-eple-attention-au-respect-de-vos-droits\/","title":{"rendered":"Entretien professionnel dans les EPLE\u00a0: attention au respect de vos droits\u2009!"},"content":{"rendered":"\n<p>Le SNASUB-FSU Clermont-Ferrand a appris que des coll\u00e8gues administratifs \u00e9taient convoqu\u00e9(e)s pour passer leur entretien professionnel avec 2\u00a0sup\u00e9rieurs hi\u00e9rarchiques.<\/p>\n\n\n\n<p>Les chefs d\u2019\u00e9tablissement s\u2019appuient sur la circulaire acad\u00e9mique des entretiens professionnels\u00a02024-2025 du 6\u00a0f\u00e9vrier 2025, alin\u00e9a\u00a01.3.1 sur les modalit\u00e9s des entretiens des personnels administratifs en EPLE\u00a0: \u00ab\u2009l\u2019entretien est conduit par le chef d\u2019\u00e9tablissement et le gestionnaire selon l\u2019affectation de l\u2019agent\u2009\u00bb.<\/p>\n\n\n\n<p>Cette formulation contredit\u00a0:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>le d\u00e9cret n\u00b0\u00a02010-888 du 28\u00a0juillet 2010 relatif aux conditions g\u00e9n\u00e9rales de l\u2019appr\u00e9ciation de la valeur professionnelle des fonctionnaires de l\u2019\u00c9tat<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>la circulaire d\u2019application (MFPF1221534C) du 23\u00a0avril 2012.<\/li>\n<\/ul>\n\n\n\n<p>Cette formulation contredit y compris ce que la circulaire acad\u00e9mique affirme trois lignes au-dessus, \u00e0 savoir que l\u2019entretien \u00ab\u2009est conduit par le sup\u00e9rieur hi\u00e9rarchique direct\u2009\u00bb.<\/p>\n\n\n\n<p>Conform\u00e9ment aux textes r\u00e9glementaires, l\u2019entretien doit \u00eatre men\u00e9 par le responsable hi\u00e9rarchique direct seul, qui ne peut d\u00e9l\u00e9guer son pouvoir d\u2019\u00e9valuation sans d\u00e9naturer l\u2019entretien professionnel.<\/p>\n\n\n\n<p>Le SNASUB-FSU a \u00e9crit aux personnels pour les alerter et au Rectorat pour qu\u2019il corrige cet alin\u00e9a. Le Rectorat a indiqu\u00e9 qu\u2019il modifierait la circulaire\u00a02025-2026 pour \u00e9viter ce qu\u2019il qualifie de \u00ab\u2009probl\u00e8me d\u2019interpr\u00e9tation\u2009\u00bb.<\/p>\n\n\n\n<p>Qu\u2019il s\u2019agisse d\u2019une maladresse ou d\u2019une volont\u00e9 de renforcer l\u2019autorit\u00e9 hi\u00e9rarchique, certains chefs d\u2019\u00e9tablissements se sont engouffr\u00e9s dans la br\u00e8che, sans prendre la peine de v\u00e9rifier les dispositions l\u00e9gales sup\u00e9rieures\u2009!<\/p>\n\n\n\n<p>Par ailleurs, nous avons rappel\u00e9 \u00e0 l\u2019administration que de nombreux coll\u00e8gues\u00a0:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ne re\u00e7oivent pas leur convocation \u00e0 l\u2019entretien professionnel dans un d\u00e9lai de 15\u00a0jours. Le respect de ces proc\u00e9dures de convocation<\/li>\n\n\n\n<li>n\u2019est pas une question formelle, c\u2019est aussi la manifestation du souci de la hi\u00e9rarchie de permettre \u00e0 chaque agent de pr\u00e9parer sereinement son entretien.<\/li>\n\n\n\n<li>N\u2019ont pas de fiche de poste \u00e0 jour ou parfois pas de fiche de poste du tout\u00a0: c\u2019est intol\u00e9rable, surtout depuis que ce sont les fonctions qui d\u00e9terminent le niveau de prime mensuelle IFSE.
