Henri de Rohan-Csermak directeur g\u00e9n\u00e9ral de France \u00c9ducation International, succ\u00e9dant \u00e0 M. Olivier Brandouy. Apr\u00e8s un int\u00e9rim prolong\u00e9 entre ao\u00fbt 2023 et juillet 2024, \u00e0 la suite du d\u00e9part de M. Mourier, M. Brandouy a quitt\u00e9 ses fonctions le 15 septembre 2025.<\/p>\n\n\n\n<p>Cette instabilit\u00e9, qui dure depuis pr\u00e8s de trois ans, est particuli\u00e8rement pr\u00e9judiciable : elle d\u00e9grade le dialogue social et freine fortement l\u2019action des repr\u00e9sentants du personnel, l\u2019int\u00e9rim se limitant \u00e0 la gestion des affaires courantes, au d\u00e9triment d\u2019avanc\u00e9es structurelles.<\/p>\n\n\n\n<p>La question du temps de travail, centrale dans le dialogue social en 2025, est aujourd\u2019hui \u00e0 l\u2019arr\u00eat. \u00c0 la suite de la gr\u00e8ve de f\u00e9vrier 2025, premi\u00e8re gr\u00e8ve locale de l\u2019\u00e9tablissement, la direction a renonc\u00e9 \u00e0 imposer son projet d\u2019am\u00e9nagement du temps de travail et l\u2019a mis en suspens. Elle a toutefois tent\u00e9, \u00e0 la rentr\u00e9e 2025, d\u2019instaurer une pointeuse et un recalcul des horaires excluant la pause de 20 minutes du temps de travail effectif. Les repr\u00e9sentant\u00b7es du personnel s\u2019y sont \u00e0 nouveau oppos\u00e9s et l\u2019organisation actuelle est, \u00e0 ce stade, maintenue. La direction continue n\u00e9anmoins d\u2019affirmer qu\u2019aucune avanc\u00e9e sur d\u2019autres dossiers, notamment les r\u00e9mun\u00e9rations, ne pourra intervenir sans mise en conformit\u00e9 pr\u00e9alable.<\/p>\n\n\n\n<p>En mati\u00e8re de r\u00e9mun\u00e9rations, les discussions demeurent au point mort. Au regard des missions confi\u00e9es, des comp\u00e9tences requises et des niveaux de qualification exig\u00e9s, les repr\u00e9sentant\u00b7es du personnel alertent de longue date sur l\u2019insuffisance des r\u00e9mun\u00e9rations. L\u2019hypoth\u00e8se d\u2019un compl\u00e9ment indemnitaire annuel (CIA), jamais instaur\u00e9 \u00e0 FEI, est r\u00e9guli\u00e8rement \u00e9voqu\u00e9e sans appara\u00eetre satisfaisante en raison de son caract\u00e8re non p\u00e9renne et potentiellement in\u00e9galitaire. La prime d\u2019int\u00e9ressement, longtemps pr\u00e9sent\u00e9e par les directeurs successifs comme une piste possible, est d\u00e9sormais \u00e9cart\u00e9e.<\/p>\n\n\n\n<p>La situation est d\u2019autant plus pr\u00e9occupante que le plafond d\u2019emplois reste fix\u00e9 \u00e0 250, malgr\u00e9 l\u2019\u00e9largissement constant des missions. La modification de l\u2019article D.314-52 du Code de l\u2019\u00e9ducation en d\u00e9cembre dernier, visant \u00e0 confier \u00e0 l\u2019\u00e9tablissement une nouvelle mission de distribution de l\u2019examen civique (nouvelle proc\u00e9dure mise en place par le minist\u00e8re de l\u2019Int\u00e9rieur pour l\u2019obtention de la nationalit\u00e9 fran\u00e7aise) \u2013\u00a0adopt\u00e9e contre l\u2019avis des repr\u00e9sentant\u00b7es du personnel\u00a0\u2013 a entra\u00een\u00e9 l\u2019affectation de postes d\u00e9di\u00e9s, au d\u00e9triment d\u2019autres services, via des non-renouvellements ou des non-remplacements.<\/p>\n\n\n\n<p>Par ailleurs, l\u2019\u00e9tablissement recourt d\u00e9sormais \u00e0 des agences d\u2019int\u00e9rim afin de contourner ce plafond d\u2019emplois. Cette pratique accro\u00eet la pr\u00e9carit\u00e9, multiplie les statuts et fragilise les collectifs de travail.<\/p>\n\n\n\n<p>Dans le m\u00eame temps, le nombre d\u2019ouvertures de concours ITRF diminue contin\u00fbment, alors qu\u2019ils constituent un levier essentiel de s\u00e9curisation des parcours professionnels. L\u2019\u00e9tablissement est ainsi pass\u00e9 de 11 concours ouverts en 2023 \u00e0 3 pr\u00e9vus en 2026, apr\u00e8s 8 en 2024 et 5 en 2025.<\/p>\n\n\n\n<p>Enfin, conform\u00e9ment \u00e0 la loi de finances 2026, la subvention pour charges de service public est de nouveau r\u00e9duite des deux tiers, dans un contexte national d\u2019aust\u00e9rit\u00e9. Les effets sont d\u00e9j\u00e0 visibles, notamment avec une baisse de 40 % du budget du service de la communication, alors m\u00eame que les r\u00e9sultats financiers de FEI restent tr\u00e8s solides en 2025, gr\u00e2ce notamment aux recettes issues des dipl\u00f4mes et tests de langue.<\/p>\n\n\n\n<p>Une enqu\u00eate men\u00e9e \u00e0 la rentr\u00e9e 2025 par les repr\u00e9sentant\u00b7es du personnel, \u00e0 laquelle environ un tiers des agent\u00b7es a r\u00e9pondu, met en \u00e9vidence un climat social d\u00e9grad\u00e9\u00a0: 61\u00a0% des r\u00e9pondant\u00b7es d\u00e9claraient vivre une rentr\u00e9e difficile ou tr\u00e8s difficile. Les inqui\u00e9tudes portent principalement sur l\u2019\u00e9puisement professionnel, les projets li\u00e9s au temps de travail et une d\u00e9fiance croissante envers la direction.<\/p>\n\n\n\n<p>Dans ce contexte d\u2019instabilit\u00e9 durable et de tensions sociales persistantes, la nomination d\u2019un nouveau directeur g\u00e9n\u00e9ral suscite de fortes attentes.
