{"id":1416,"date":"2026-02-26T15:33:12","date_gmt":"2026-02-26T14:33:12","guid":{"rendered":"https:\/\/convergences.snasub.fr\/?p=1416"},"modified":"2026-02-26T15:33:12","modified_gmt":"2026-02-26T14:33:12","slug":"un-etat-de-sous-administration-maintenu-faute-de-creations-demplois-a-la-hauteur-des-besoins","status":"publish","type":"post","link":"https:\/\/convergences.snasub.fr\/index.php\/2026\/02\/26\/un-etat-de-sous-administration-maintenu-faute-de-creations-demplois-a-la-hauteur-des-besoins\/","title":{"rendered":"Un \u00e9tat de sous administration maintenu, faute de cr\u00e9ations d\u2019emplois \u00e0 la hauteur des besoins\u2026"},"content":{"rendered":"\n<p><strong>Alors que la sous administration de notre minist\u00e8re a \u00e9t\u00e9 objectiv\u00e9e par un rapport parlementaire paru en mai 2024,<\/strong> nulle mesure n\u2019est venue depuis lutter concr\u00e8tement contre cette r\u00e9alit\u00e9.<\/p>\n\n\n\n<p>Cette sous administration est li\u00e9e \u00e0 l\u2019augmentation r\u00e9guli\u00e8re des charges administratives qui p\u00e8sent sur nos services et \u00e9tablissements, au gr\u00e9 des \u00e9volutions et des r\u00e9formes des politiques scolaires. Mais elle est aussi la cons\u00e9quence d\u2019une politique brutale et massive de suppressions d\u2019emplois, durant les ann\u00e9es dite de la RGPP, entre 2007 et 2020 ; plus de 20\u2009% des emplois administratifs du minist\u00e8re indique le rapport.<\/p>\n\n\n\n<p><strong>C\u2019est cette r\u00e9alit\u00e9 qui explique les difficult\u00e9s r\u00e9currentes des \u00e9quipes administratives de nos \u00e9tablissements et services<\/strong>, malgr\u00e9 un investissement professionnel sans faille, \u00e0 assurer l\u2019administration du service public d\u2019\u00e9ducation. C\u2019est aussi ce qui explique la d\u00e9gradation continue des conditions de travail, dans un contexte par ailleurs aggrav\u00e9 par des salaires indiciaires scandaleusement bas et largement smicardis\u00e9s &#8211; le point d\u2019indice est gel\u00e9 pour 2026 &#8211; et bien souvent d\u00e9connect\u00e9s des missions r\u00e9elles confi\u00e9es aux personnels. <strong>Et tout cela dans un contexte de prises en main tr\u00e8s compliqu\u00e9es de nouveaux outils.<\/strong><\/p>\n\n\n\n<p><strong>C\u2019est de cette r\u00e9alit\u00e9-l\u00e0 dont nous avons voulu rendre compte lors de ce CSAMEN du 26 janvier<\/strong> durant lequel la direction minist\u00e9rielle a bien voulu nous pr\u00e9senter les sch\u00e9mas d\u2019emplois pr\u00e9vus pour organiser la rentr\u00e9e scolaire prochaine, pour l\u2019ensemble des fili\u00e8res professionnelles concern\u00e9es.<\/p>\n\n\n\n<p>Vous lirez ci-apr\u00e8s nos tableaux et cartes des sch\u00e9mas d\u2019emplois concernant les emplois administratifs et ITRF\u2009:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Pour les EPLE et CIO (Programme 141)\u2009: 0 cr\u00e9ation,<\/strong> on d\u00e9shabille certaines acad\u00e9mies (-30 emplois sur 10 acad\u00e9mies) pour recr\u00e9er dans d\u2019autres (+30 emplois pour 11 autres) et 9 acad\u00e9mies ne verront aucune variation ;<\/li>\n\n\n\n<li><strong>Pour les services acad\u00e9miques (Programme 214)\u2009: 100 emplois sont cr\u00e9\u00e9s,<\/strong> d\u00e9di\u00e9s aux missions du contr\u00f4le acad\u00e9mique des \u00e9tablissements d\u2019enseignement priv\u00e9, \u00e0 la mise en \u0153uvre de la r\u00e9forme de la formation initiale des professeurs et \u00e0 l\u2019am\u00e9lioration des syst\u00e8mes d\u2019information RH (SIRH). Il ne nous a pas \u00e9t\u00e9 communiqu\u00e9e lors de ce CSAMEN de r\u00e9partition interacad\u00e9mique pour ces cr\u00e9ations.<\/li>\n<\/ul>\n\n\n\n<p><strong>Dans le m\u00eame temps, des r\u00e9gions acad\u00e9miques (RA) devront rendre 20 emplois<\/strong> destin\u00e9s \u00e0 feue la gestion du Service national universel.<\/p>\n\n\n\n<p><strong>Et, au titre du fameux bar\u00e8me SERACA\/SERT-A-RIEN,<\/strong> 6 RA devront aussi rendre des emplois, red\u00e9ploy\u00e9s dans 6 autres, le solde \u00e9tant \u00e9gal \u00e0 0 et portant au total sur 20 emplois.<\/p>\n\n\n\n<p><strong>Le red\u00e9ploiement des emplois informatiques est aussi continu\u00e9,<\/strong> malgr\u00e9 nos alertes syndicales et les fortes r\u00e9serves \u00e9manant des \u00e9quipes concern\u00e9es.<\/p>\n\n\n\n<p>Rien de bon, donc, pour pr\u00e9parer dans les meilleurs conditions la rentr\u00e9e scolaire prochaine.
