Nous avions fait un compte rendu d\u00e9taill\u00e9 du premier bilan publi\u00e9 par la DGRH dans convergences en avril 2021, et l\u2019essentiel du message tenait dans son titre \u00ab\u2009mutation dans l\u2019ITRF, mission impossible\u2009!\u2009\u00bb. Nous aurions pu reprendre le m\u00eame pour cet article, 4\u00a0ans plus tard\u2026<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Des donn\u00e9es toujours incompl\u00e8tes<\/h2>\n\n\n\n<p>Si les donn\u00e9es fournies se sont enrichies, notamment avec des informations par corps, \u00e9tablissements ou branche d\u2019activit\u00e9 professionnelle (BAP), il reste des angles morts dont le plus important est l\u2019absence de donn\u00e9es concernant les personnels de cat\u00e9gorie C, alors qu\u2019ils repr\u00e9sentent pr\u00e8s de 4 ITRF sur 10. Nous r\u00e9clamons tous les ans ces informations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Le d\u00e9tachement reste la meilleure fa\u00e7on d\u2019exercer une mobilit\u00e9<\/h2>\n\n\n\n<p>En 2023 la mobilit\u00e9 des ITRF est toujours port\u00e9e par les d\u00e9tachements, entrants et sortants, qui repr\u00e9sentent plus de 7\u00a0mobilit\u00e9s sur 10. Autrement dit, il demeure plus facile pour les ITRF de quitter la fili\u00e8re que de changer d\u2019affectation \u00e0 l\u2019int\u00e9rieur de la fili\u00e8re. La DRGH dans ses commentaires se f\u00e9licite m\u00eame de cet \u00e9tat de fait, louant la dimension \u00ab\u2009interminist\u00e9rielle\u2009\u00bb de la fili\u00e8re. Pour une fili\u00e8re qui n\u2019est absolument pas interminist\u00e9rielle, c\u2019est un comble\u2009!<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Un nombre de mutations infime<\/h2>\n\n\n\n<p>Avec 301\u00a0mutations r\u00e9alis\u00e9es parmi un peu plus de 35\u2009000\u00a0personnels, le taux de mutation moyen de la fili\u00e8re est de 0,8\u00a0%, autant que celui des enseignant\u00b7es chercheur\u00b7es, pour lesquels l\u2019impossibilit\u00e9 de la mutation est \u00e9galement bien connue. \u00c0 titre de comparaison, le taux de mutation moyen dans la fili\u00e8re des biblioth\u00e8ques est 4,5\u00a0fois plus important. La pr\u00e9sence d\u2019un mouvement organis\u00e9, voire deux pour certains corps n\u2019y est pas pour rien.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Les priorit\u00e9s l\u00e9gales ne sont pas la priorit\u00e9 du minist\u00e8re ni des \u00e9tablissements employeurs<\/h2>\n\n\n\n<p>Avec 7\u00a0mutations satisfaites au titre des priorit\u00e9s l\u00e9gales parmi les 301\u00a0mutations, il est difficile de conclure autre chose. Quant \u00e0 savoir combien, parmi celles-ci rel\u00e8vent du rapprochement de conjoint ou du handicap, la DGRH n\u2019a m\u00eame pas cherch\u00e9 \u00e0 obtenir cette information. Le d\u00e9sint\u00e9r\u00eat pour la question est indiscutable, et incompr\u00e9hensible, alors que s\u2019ouvre un cycle de discussions sur un plan handicap au niveau minist\u00e9riel.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Les BAP J et E repr\u00e9sente 80\u00a0% des mutations<\/h2>\n\n\n\n<p>Pr\u00e8s de 60\u00a0% des mutations sont effectu\u00e9s par des personnels de la BAP J (gestion et pilotage), alors que cette BAP regroupe environ 40\u00a0% des personnels de la fili\u00e8re. Et 22\u00a0% des mutations concernent des personnels de la BAP E (informatique, statistiques et calcul scientifique) alors que le poids de la BAP dans la fili\u00e8re est de 11\u00a0%.<\/p>\n\n\n\n<p>Quand on souhaite muter, on a donc beaucoup plus de chances de r\u00e9ussir quand notre m\u00e9tier rel\u00e8ve de ces deux BAP\u00a0: les chances de mobilit\u00e9s ne sont donc pas partag\u00e9es de la m\u00eame mani\u00e8re pour l\u2019ensemble des m\u00e9tiers et des personnels de la fili\u00e8re.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Des donn\u00e9es tr\u00e8s stables dans le temps<\/h2>\n\n\n\n<p>Le tableau ci-dessous recense les mobilit\u00e9s effectu\u00e9es depuis 2019. On peut y voir que si le total global des mobilit\u00e9s tend \u00e0 l\u00e9g\u00e8rement augmenter, ce n\u2019est pas gr\u00e2ce \u00e0 une augmentation significative du nombre de mutations. Ce sont le nombre de d\u00e9tachements qui cro\u00eet en valeur absolue.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pour un mouvement organis\u00e9<\/h2>\n\n\n\n<p>En 2023 comme en 2020, la mutation dans la fili\u00e8re est toujours impossible, suspendue aux publications au fil de l\u2019eau des postes sur le site \u00ab\u2009choisir le service public\u2009\u00bb.
